It is the seal of the Achaean Directory - the first of many local assemblies created for the purpose of making decisions about the revolution and organizing among themselves. It was established in Patras on 26 March 1821. It had been preceded by a visit of the Palaion Patron Germanos and Zaimis, who gathered the chieftains and the crowd in St. George's Square to worship a large wooden cross and receive strength and courage, swearing "Freedom or Death". With this seal - they certified the authenticity of the documents of the proclamations to the consuls of the forces and in other proclamations, calling all the provinces to revolution.
